FUNCTIONAL ORIENTATION OF URBAN ECONOMIC DEVELOPMENT ZONE UNDER OLD INDUSTRIAL BASE REVIVAL STRATEGY——A Case Study of Huludao Economic Development Zone |

Abstract Since 1980s,globalization and global industrial shift became an important economic impetus to Chinese urban and regional development.In China,old industrial base revival strategy created a new developmental policy circumstance,especially for old industrial cities and their economic development zone. By choosing Huludao Economic Development Zone as a case,the paper focuses on its function orientation in the new surroundings.The paper argues four competitive elements,which are port,land,large company and skilled work force.Base on the analysis,the paper suggests the organic combination of these factors is important dynamics of further development for the Economic Development Zone.The paper brings forward taking port economy as a key aspect,and starting reindustrialization.Accordingly,new functional adjustment orientations are put forward,which are industrial development zone,port-park complex,ecological industrial zone and base for leisure and tourism.
